What began as a temporary arrangement has evolved into what many describe as an unconstitutional takeover.<\/p>\n<h2>Origins of the Temporary Body<\/h2>\n<p>In 2018, following internal disputes within the Taekwondo Federation of India (TFI), both World Taekwondo (WT) and the Indian Olympic Association (IOA) stepped in to stabilize the situation.<\/p>\n<ul>\n<li>The IOA was instructed to conduct formal elections for TFI.<\/li>\n<li>While waiting for elections, the IOA created an ad-hoc body called \u201cIndia Taekwondo (Temporary Federation)\u201d.<\/li>\n<li>The IOA appointed Namdev Shirgaonker, then IOA Joint Secretary (with no prior ties to Taekwondo), as Chairman.<\/li>\n<li>WT also appointed external coordinators to oversee Indian Taekwondo affairs, including Milan Kwee (Singapore) and later Mr. Bhari (Iran).<\/li>\n<\/ul>\n<p>This body was never intended to be permanent. It was simply a holding mechanism until proper democratic elections could take place in TFI.<\/p>\n<h2>From Temporary Committee to Illegal Continuation<\/h2>\n<ul>\n<li>In 2022, Shirgaonker lost his IOA Joint Secretary position in IOA\u2019s normal elections.<\/li>\n<li>In 2023, the Delhi High Court mandated new TFI elections, which were duly held and completed.<\/li>\n<li>At this point, the temporary \u201cIndia Taekwondo\u201d should have been dissolved.<\/li>\n<\/ul>\n<p>Instead, Shirgaonker has continued to run \u201cIndia Taekwondo\u201d as if it were the official federation, despite:<\/p>\n<ul>\n<li>Having no legal registration,<\/li>\n<li>No elections,<\/li>\n<li>No audited finances,<\/li>\n<li>No official recognition from IOA or WT.<\/li>\n<\/ul>\n<p>Yet, the body continues to issue certificates, recognize state associations, and make administrative decisions \u2014 all without legitimacy.<\/p>\n<h2>Legal and Ethical Breaches<\/h2>\n<p>Independent reports and official statements highlight numerous violations:<\/p>\n<ol>\n<li>Violation of IOA &amp; WT Directives \u2013 Both IOA President PT Usha and the IOA Ethics Commission have confirmed that India Taekwondo is unrecognized and unauthorized.<\/li>\n<li>Unauthorised Continuation \u2013 Operating beyond its original mandate after TFI elections were completed.<\/li>\n<li>No Legal Registration \u2013 Never registered under the Societies Registration Act, 1860.<\/li>\n<li>Non-Compliance with National Sports Code 2011 \u2013 No democratic elections, transparency, or accountability.<\/li>\n<li>No Elections Held \u2013 Without registration, no valid membership or elections exist.<\/li>\n<li>No Financial Audit \u2013 No government-audited financial records.<\/li>\n<li>Misuse of IOA Identity \u2013 Unauthorized use of IOA\u2019s name and logo.<\/li>\n<li>Unrecognized State Associations \u2013 Units created under India Taekwondo have no legal recognition with State Olympic Associations.<\/li>\n<li>Invalid Certificates \u2013 Certificates issued are invalid for sports quotas, government employment, or official recognition.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<h2>A Wider Pattern: Maharashtra Olympic Association (MOA)<\/h2>\n<p>The controversy does not stop with Taekwondo. Recent developments show a wider pattern of control:<\/p>\n<ul>\n<li>As per reports in Pudhari (19 Sept 2025), several sports associations in Maharashtra are protesting against Shirgaonker\u2019s actions as Secretary of MOA.<\/li>\n<li>Allegations include arbitrary exclusion of legitimate associations (wrestling, kabaddi, boxing, swimming, handball) from voting rights in MOA elections.<\/li>\n<li>Of 47\u201348 affiliated organizations, only 22 were declared eligible to vote \u2014 a move described as deliberate to consolidate control.<\/li>\n<li>Complaints also highlight improper accounting of government funds, including large sums allocated for national competitions.<\/li>\n<li>Protesting groups have warned of agitation and indefinite fast (amaran uposhana) unless Shirgaonker is suspended.<\/li>\n<\/ul>\n<p>This suggests the India Taekwondo issue is part of a broader governance crisis under Shirgaonker\u2019s leadership across sports.<\/p>\n<h2>Possible Consequences<\/h2>\n<p>If these violations are proven, the following outcomes are likely:<\/p>\n<ul>\n<li>Court-ordered dissolution of India Taekwondo.<\/li>\n<li>Suspension or permanent ban on Shirgaonker from IOA, WT, MOA, or any official sports governance roles.<\/li>\n<li>Criminal investigation for misrepresentation, misuse of logos, and corruption.<\/li>\n<li>Contempt of Court charges for ignoring orders related to TFI elections.<\/li>\n<li>Invalidation of certificates and athlete results issued under India Taekwondo.<\/li>\n<li>International scrutiny, including possible escalation to the Court of Arbitration for Sport (CAS).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2>In Summary<\/h2>\n<p>What began as a temporary solution has now transformed into a systemic abuse of power.
